This timing will safe them money and work.
Normally hotels provide breakfast from 07:00 till 11:00. If peoples are on holiday and wanna eat breakfast put your alarm on. The time is worse than going to work.
There is a reason hotel dont do refund.
I will never book a hotel with no refund.
