Before the Nanzhao moved to the Erhai Lake area, it was the settlement of the Bai people, known as the "He Man". It was called Dali City at the time and had a large population. Legend has it that a general of Emperor Wen of Sui named Shi Wansui stationed troops here, so it was also called Shi City. The nearby Pingba Village was called "Shi Dan" (Dan has the same meaning as Dian). At the end of the Nanzhao period, a palace was built here. The layout of the city can be traced from the place names.
