China Tax Refund Guide – Claim VAT as a Tourist

Gambar Profil Penulis

Hi friends! 👋I just got back from China – and wow, I’m still buzzing from all the shopping! From skincare and fashion to snacks and tech gadgets, China is truly a shopper’s paradise. But here’s something many Malaysians might not know you can actually get a tax refund on some of your purchases! That’s right – through China’s Tax Refund Scheme, you can claim back the VAT (Value-Added Tax) on eligible items bought at participating stores.

Let me walk you through everything you need to know – from how the tax system works to how to claim your refund like a pro. Grab your phone or a notepad, because this guide could save you some serious yuan! 💴💡

🧾 Tax Refund and Exemption in China

When shopping in China, price tags typically include VAT (Value-Added Tax), which is usually around 13% and applies to most goods and services.

But here’s the good news: Tourists can get a refund on this tax for eligible items purchased at approved tax-free stores. 🙌

This means:

✅ More budget for your next bowl of hotpot or street snacks 🍲
✅ More skincare from top Chinese and international beauty brands 💆‍♀️
✅ And more unique souvenirs to bring home for family and friends 🎁

💡 Value-Added Tax (VAT) in China

National Museum of China

China's Value-Added Tax (VAT) is generally 13%, and it applies to most consumer goods, including:

👗 Fashion & apparel
💻 Electronics & gadgets
💄 Beauty products & skincare
🍫 Snacks & packaged food
🧃 Non-alcoholic beverages

You might not notice it right away, but this tax can add up quickly—especially when shopping in major retail stores or shopping districts like Nanjing Road in Shanghai or Wangfujing in Beijing.

🧠 Tip: Always check whether the price displayed includes VAT. Some stores show both “tax-included” and “tax-excluded” prices, so it’s good to confirm before paying.

📜 The Current Tax Refund System – What’s Eligible in China?

In China, tax refunds for tourists generally fall under two main categories:

1. General Goods

This includes non-consumable items such as clothing, electronics, accessories, bags, toys, and souvenirs.

Conditions:

  • Minimum purchase of CNY 500 (before tax) at the same store on the same day
  • No maximum limit on spending
  • Goods must be taken out of China within 90 days from the purchase date

2. Consumable Goods

Some consumable items like packaged food, cosmetics, supplements, and personal care products may also be eligible under the same store policy, depending on the shop.

Conditions:

  • Must be unused and taken out of China in your personal luggage
  • Products must remain sealed and in original condition
  • Refund eligibility may vary between stores

⚠️ Not all stores process both categories the same way. Some treat general and consumable goods separately. Always ask the staff about the tax refund policy before purchasing.

✅ Tax Refund Conditions – Are You Eligible in China?

Here’s what you need to qualify for a tax refund in China:

✅ You must be:

  • A non-resident of China (foreign passport holder)
  • Staying in China for no more than 183 days

✅ You must:

  • Present your original passport when making purchases (photocopies are not accepted)
  • Spend at least CNY 500 in a single day at the same designated tax-free store
  • Purchase items for personal use only – not for resale or commercial purposes
  • Leave China within 90 days from the date of purchase
  • Take the goods out of China in your luggage, unused and in original packaging

✈️ Customs may inspect your tax refund items at the airport before departure, so keep your goods, receipts, and passport easily accessible in your carry-on luggage.

The hotel felt very safe which was nice as a solo female traveler, although my experience in China as a whole has felt safe. I like that you can only access your floor if you have a room key for the given floor. Also, the large open concept makes all doors to rooms visible from any given point which also makes it feel safe. Doormen to open all doors in the lobby area which is really nice and they bring your luggage to the room. The hotel slippers are the BEST I’ve ever used, not like regular hotel slippers. Ai soft and comfortable. One thing I didn’t like was the large deposit (around $300USD) they needed for the room upon arrival, but it was fine. I’m just not used to that in China. The only downside is that some things need updating…you can tell the hotel is pretty old and with time, a hotel room can only feel so clean. Overall it was as clean as possible given it looks like it’s been a while since they have renovated. Still super clean I’m just picky! I would definitely stay here again. If you want a true “Chinese feel” while staying in Beijing this won’t be the place, but as someone living in China wanting a different feel, it was great. It felt as though I was in Europe somewhere. The concierge spoke English and were always helpful and attentive. The power outlets are older but they provided adapters. The bedside adapter was great, but the other ones in the common area and bathroom i would not use again. I plugged in my smart ring charger in the bathroom and it shorted and shocked me when touching the opposite end of the charger away from the outlet. My hand felt tingly for a few minutes but went away and I was fine. Overall my experience was very positive. I think if they did some minor renovations to modernize a bit, this hotel would be perfect.

The hotel's ambiance is elegant and simple, perfect for business travelers. The front desk staff, Yonah and Yangyang, were incredibly warm and attentive. It's also worth noting that you can check in using self-service machines. The rooms are clean, and the hotel is conveniently located. Plus, there's a heated swimming pool available, which is a great bonus!

After looking at three or four hotels, I decided to stay at the Grand Millennium Beijing for my trip to Beijing, mainly because of its proximity to the subway, making it convenient for getting around. The hotel itself is quite grand, and while the service is very traditional, it gets the job done. I contacted the hotel in advance and asked the front desk to book a room on the highest floor within the same price range, with a view of the CCTV Tower. They managed to arrange all of this, which I was very pleased with. However, the hotel is a bit old-fashioned; if you order takeout, there's no robot or staff to deliver it, so you have to go down and pick it up yourself. The room itself is quite spacious and also has a traditional feel. One quirky thing is the power outlets: one nightstand has an outlet, but the other doesn't. This made it impossible to charge my phone while lying in bed, so I had to go to the supermarket the next day to buy an extension cord. Also, the power outlets are quite old-fashioned, not the new national standard, and many of them are loose. The bathroom has two showerheads, a main one and a side one. I assume the side one is for people sitting down, but one thing they might not have considered is where to put clean clothes for changing. If you put them inside, they'll get wet during the shower. If you put them outside, isn't it a bit awkward to walk out naked? The breakfast buffet at the hotel is quite good, with a wide variety of dishes. The mini hash browns, in particular, taste exactly like the ones sold at McDonald's and KFC. Finally, I want to especially thank the bespectacled housekeeper on the 24th floor. Her service was excellent, she was very polite, and the room was cleaned impeccably. She left a particularly good and warm impression. I didn't take many photos of the hotel, so consider these for reference. Also, the Hema Supermarket is about 600-700 meters west of the hotel, which is convenient for buying things.

True to its reputation as an established hotel, it truly excels in attention to detail. While the facilities might be a bit older, everything is just right. The hygiene is impeccable, making for a comfortable, clean, and charming stay. The breakfast is quite distinctive – plentiful, clean, and a mix of Chinese, Japanese, and Western styles. Perhaps owing to the hotel's Japanese heritage, the Japanese options are truly outstanding, whereas the Chinese section is… well, let's just say it still surpasses most hotels in the same price range overall. The hotel garden is particularly noteworthy. Though small, it's incredibly exquisite, with every plant seemingly meticulously sculpted, carrying the echoes of time (much like the hotel itself). It's truly captivating. Overall, it offers excellent value for money among hotels in Beijing at the same price point, highly recommended!

A true home away from home. It's the little details that truly make a difference, and the service here was wonderfully warm and welcoming. The window view was picturesque, and the interior felt just like home – a perfect encounter. From the moment I stepped into the lobby, attentiveness and comfort were ever-present. More than just a stay, it was a cherished period of relaxation. The bedding was soft, ensuring a peaceful night's sleep that washed away all fatigue. The staff's smiles were the brightest beacons throughout my journey. The facilities were modern and spotless, with every corner reflecting thoughtful management. The prime location made getting around incredibly convenient, adding a sense of ease to my trip. Breakfast was plentiful and delicious, kicking off a vibrant day with great taste. The value for money was exceptional; such a worthwhile experience brings immense joy. The soundproofing was excellent, allowing me to enjoy tranquility amidst the hustle and bustle. This stay far exceeded my expectations. See you next time! Whether for business or leisure, this is an outstanding choice. Many thanks to the hotel for the meticulous arrangements that made our trip complete and unforgettable.

I wonder if the staff handling Ctrip bookings understand the hotel's motto: 'A love letter to the city.' Every interaction with a customer reflects how welcomed hotel guests truly feel. Even with a great stay, if a guest notes an early arrival, copying and pasting a response about full-day charges from X to X o'clock and half-day charges from X to X o'clock is simply wrong and inappropriate. (In this situation, I just canceled. 😑 It's not like Beijing doesn't have other resort hotels.) It's disheartening and unprofessional. Aside from a staff member whose English name was 'Huang something,' the entire communication process lacked any international standard. It was cold, indifferent, and they couldn't be bothered to do a little extra. I suspect the people processing Ctrip orders hate their jobs. What I remember most vividly is a previous booking where, due to a minor note, Ctrip called me twice to relay the hotel's requests. I angrily complained, and that's why there wasn't a third call. Your reservation handling truly leaves a lot to be desired. To say it's unwelcome isn't quite right; it's more like a letdown. It feels like they treat guests like employees, responding like they're reciting from an employee manual. The service at the executive lounge, however, was as thoughtful and consistent as ever. The male staff members are familiar faces and speak excellent English; the female staff rotate frequently. The bathtubs on the executive floor need renovation. And please don't give me a room ending in '3' next time. The iced latte at breakfast was very good. I will continue to frequent the executive lounge and monitor the reservation department's attitude. I'll complain if necessary, after all, going to a hotel on the weekend should be enjoyable. Housekeeping efficiency is extremely high.

The Shangri-La quality is consistently excellent, and my experience at JEN Beijing New World Hotel exceeded expectations. It's in a prime location, making getting around and shopping super convenient. The view from the scenic room was stunning, overlooking the CCTV building and China Zun. The room itself was comfortable and refined, with thoughtful details (free minibar, turndown sweet treats). The '3 on 3' buffet restaurant is popular and serves great food. The huge gym and pool are a dream for fitness enthusiasts. The service was warm and attentive. The only minor downsides were that some room types are a bit small and parking is a little pricey. Overall, these are minor flaws that don't detract from the experience. Highly recommend!

The hotel's location is excellent. We walked to the Forbidden City, Tiananmen Square, and Wangfujing, all of which were quite close. It's also very near a subway station; just a few hundred meters walk and three subway stops to Shichahai. The staff, especially Liu Shuiru, provided great service. She proactively asked if we needed children's disposable slippers when she saw we had a child, which I initially thought the hotel only provided for adults. That was very thoughtful. If I go to Beijing again, I would definitely stay here.

Our stay was ok but had several significant problems. The first was when I was told that my room would be windowless and in the basement. They said this was in the booking but it was definitely not clear when I booked through the English trip.com website, and the photo showed a room with a window. When I checked my booking online afterwards there was no mention of it being windowless. When I said I had expected a window, the staff showed me a room with a window, but it was smaller, reeked of cigarettes, had a different bed configuration ill-suited for my family, and was more expensive. And I was told that regulations prohibited opening the window anyway. I have no idea why. So I resigned my family to the basement. The room was nice and cute but the bathroom smelled like mildew, and, again, it was in a windowless basement. I don't know how it's allowed to have such rooms. The hotel is 8 large floors and has only one elevator, so there was a lot of waiting. The hallway in the basement had an unpleasant vinegar odor. We tried to buy breakfast on our last morning. It turned out we couldn't just buy it with AliPay, we had to install a mini app, add all our information, verify things, and it was taking 15+ minutes. We just wanted to eat and catch our train. This senseless delay almost made us miss it. The staff was nice and helpful but the hotel itself has a lot of problems. It is not cheap. The location is great but I would stay somewhere else next time.

Whenever I'm in Beijing, I usually book at Communal. The location is excellent, and getting around by subway is super convenient. They even upgraded my room to a suite with a living room, fully equipped with everything I needed. The humidifier and air purifier were a really thoughtful touch. The soft drinks in the mini-bar were complimentary too. No need to worry about dry skin either, as they provide a large bottle of body lotion. The gym is on the 16th floor; you can get a good half-hour strength workout in. The hotel breakfast is also great. Although the space isn't huge, it's very refined. This time, I discovered the cold chicken breast salad was really delicious. I hope the quality remains consistent. I'll definitely return if I have the chance.

Second time visiting Beijing, and I still chose to stay at Heping. Wangfujing is convenient for getting everywhere, there are plenty of dining options, and you don't have to wait in long lines. The hotel stay experience was great, and for this price, staying in a high-end hotel district like Wangfujing, I really have no complaints. From my room, I could directly see the Forbidden City, Beihai Park, and Jingshan Park.

We chose the 'Little Yellow Duck' themed family room, and my daughter absolutely adored it when we entered – it was just too cute and had a wonderful atmosphere! The hotel's location is super convenient, really close to the subway station, and within walking distance to attractions like the Forbidden City and Wangfujing Pedestrian Street. The service was excellent, truly excellent. The downstairs 'Siji Minfu' Peking Duck restaurant is a famous Beijing eatery, usually with a wait time of over three hours. The hotel staff thoughtfully reminded us to get a ticket in advance. After spending the day sightseeing, I asked the staff to help me get a ticket, and they managed to get one three hours early – fantastic! On top of that, my knees were a bit sore from all the walking at the Forbidden City, so I asked the hotel for ice to compress them. They even went to a bubble tea shop to get a big bag of ice, huffing and puffing as they brought it up – truly above and beyond! Next time I'm in Beijing, I'll definitely choose the Manxin Hotel Tian'anmen Wangfujing again.

The location is excellent, with a subway station just a hundred meters away. It's very close to Wangfujing Street, Peking Union Medical College Hospital, and Oriental Plaza. The staff were okay, a bit cool but still helpful. The hotel is a bit old, and the facilities show their age. However, the room was clean and comfortable, and the bedding was just right—not too soft, not too firm. The breakfast was delicious with a wide variety of options, though mostly Western. The taste was great. The restaurant staff were very warm and friendly. We had a minor issue on the first night, but it was quickly resolved. Beijing was the first stop in my trip to China with my dad. And this hotel set the bar pretty high for the rest of the hotels in the trip. The place itself was really nice it all looked very modern with some interesting touches. The room was really good too very spacious with a sofa, table, big bathroom, the only downside is that we asked for 2 single beds but instead got a double one but the rest of the amenities of the hotel made up for it. I have to mention the gym, wow it was really good equipped, very spacious and amazing views, even though I was walking around Beijing all day I couldn’t wait to go to the hotel to go to the gym and pool. The pool was quite big, although I expected more rooftop it was closed because we went in march which makes sense. The only downside I would say is the location, it is a bit far from the main attractions and railway stations, but getting Didi in Beijing was so cheap I can’t complain. I also found that the city is so comfortable to go around cycling. It was an amazing experience and you can rent the bikes everywhere with Alipay or WeChat. The hotel was also in a good area to get good food from anywhere, if you want Chinese or European food it is close to really good restaurants. While also having fast chains and breaks fast spots nearby.

For this friends' gathering, we wanted to experience a traditional courtyard hotel. We chose the Waldorf Astoria over the Aman, and it was an excellent experience! The room was very new and spacious, and the courtyard was beautiful. All the staff were incredibly thoughtful. Before check-in, our dedicated butler, Amber, contacted us to ask if we needed any anniversary decorations and about our bedding preferences. We arrived quite early, and our room wasn't ready yet, so they kindly prepared a room for us in the main building to rest. They guided us through the entire process, and the service was incredibly detailed and attentive, giving us a fantastic first impression right from check-in. For breakfast, we opted for room service. The variety was extensive, with American, Continental, Chinese, and even low-fat options. Staff member Will also provided very attentive service. The hotel even offered a complimentary travel photography service. Although it was raining, the photographer (a young man named Yueqian) found great spots, and the photos turned out natural and beautiful. While taking photos in the courtyard, we met another staff member, Judy, who was very enthusiastic. She gave us many tips on photo locations and also told us about fun places to visit in Beijing. If we weren't heading to Universal Studios, we would have loved to stay a few more days. The overall experience was excellent, and I'd love to bring my parents here next time.

🔁 Tax Refund Procedures – How to Claim It in China

Source: Kazim Abbasi & Co.

Here’s a simple breakdown of how to claim your tax refund in China:

🛍️ At the Store:

  • Shop as usual at a designated tax-free store (look for the “Tax Free Shopping” sign).
  • Inform the cashier that you would like to apply for a tax refund.
  • Present your original passport during checkout. The store will issue a Tax Refund Application Form along with your official receipt.
  • Keep the purchased goods unused and in original packaging – this is important for customs inspection later.
  • Stay organised by keeping all your forms, receipts, and purchases in a separate pouch or folder.

🛫 At the Airport:

  • Arrive at the airport at least 3 hours before your flight.
  • Before checking in, go to the Customs Verification Counter in the departure hall.
  • Present your passport, receipts, tax refund forms, and purchased goods for inspection.
  • After customs approval, head to the Tax Refund Counter to receive your refund. Refunds may be given in cash (CNY) or refunded to your credit card, depending on the airport.

🧠 Tip: Not all airports offer the same refund process. It’s a good idea to check the airport’s procedures in advance and keep your goods easily accessible for inspection.

🏪 Duty-Free Shops in China – Where to Shop Tax-Free?

Here are some popular spots for tax-free shopping in China that tourists love:

👜 DFS Duty Free (Hainan / Beijing / Shanghai) – Offers a wide range of international luxury brands, beauty products, and designer goods
📱 Suning / GOME – Great for electronics, home appliances, and gadgets
💄 Watsons / Mannings – Pharmacy chains with skincare, cosmetics, and health supplements
👗 ZARA / H&M / local fashion boutiques – Affordable fashion and seasonal collections
🎁 Silk Market (Beijing) / Yuyuan Bazaar (Shanghai) – Ideal for souvenirs, tea sets, traditional crafts, and local specialties

🧠 Tip: Always ask, “Is tax refund available?” or look for signs like “退税” (tax refund) at the entrance or payment counter. Not all stores are part of the tax refund program, so it’s best to confirm before shopping.

🔥 China Tax Refund Tips

Source: Kanakkupillai

Here are some helpful tips I wish I knew before my trip – learn from my experience! 👇

🔖 Keep Your Passport Handy

You’ll need to show your original passport every time you make a tax-free purchase, so don’t store it too deep in your bag.

🗃️ Stay Organised

Keep your receipts, tax refund forms, and any product packaging together. A simple folder or pouch can help keep things neat for airport inspection.

🛍️ Plan Your Purchases

Try to make larger purchases at the same store on the same day to meet the CNY 500 minimum spending requirement.

Don’t Open Your Purchases

For tax refund eligibility, goods must remain unused and in their original packaging until you leave China.

📍 Airport Refund Counters Are Your Last Chance

If you miss out in town, most international airports in China have tax refund counters—just be sure to arrive early and complete the process before check-in.

📱 Use Translation Apps

Some staff may have limited English, so using apps like Google Translate can help avoid confusion during shopping or at refund counters.

💳 Use a Credit Card With No Foreign Transaction Fees

Using a card with zero FX fees helps you get better exchange rates and makes tracking your spending easier than using cash.
