China Tax Refund Guide – Claim VAT as a Tourist

Gambar Profil Penulis

Hi friends! 👋I just got back from China – and wow, I’m still buzzing from all the shopping! From skincare and fashion to snacks and tech gadgets, China is truly a shopper’s paradise. But here’s something many Malaysians might not know you can actually get a tax refund on some of your purchases! That’s right – through China’s Tax Refund Scheme, you can claim back the VAT (Value-Added Tax) on eligible items bought at participating stores.

Let me walk you through everything you need to know – from how the tax system works to how to claim your refund like a pro. Grab your phone or a notepad, because this guide could save you some serious yuan! 💴💡

🧾 Tax Refund and Exemption in China

When shopping in China, price tags typically include VAT (Value-Added Tax), which is usually around 13% and applies to most goods and services.

But here’s the good news: Tourists can get a refund on this tax for eligible items purchased at approved tax-free stores. 🙌

This means:

✅ More budget for your next bowl of hotpot or street snacks 🍲
✅ More skincare from top Chinese and international beauty brands 💆‍♀️
✅ And more unique souvenirs to bring home for family and friends 🎁

💡 Value-Added Tax (VAT) in China

National Museum of China

China's Value-Added Tax (VAT) is generally 13%, and it applies to most consumer goods, including:

👗 Fashion & apparel
💻 Electronics & gadgets
💄 Beauty products & skincare
🍫 Snacks & packaged food
🧃 Non-alcoholic beverages

You might not notice it right away, but this tax can add up quickly—especially when shopping in major retail stores or shopping districts like Nanjing Road in Shanghai or Wangfujing in Beijing.

🧠 Tip: Always check whether the price displayed includes VAT. Some stores show both “tax-included” and “tax-excluded” prices, so it’s good to confirm before paying.

📜 The Current Tax Refund System – What’s Eligible in China?

In China, tax refunds for tourists generally fall under two main categories:

1. General Goods

This includes non-consumable items such as clothing, electronics, accessories, bags, toys, and souvenirs.

Conditions:

  • Minimum purchase of CNY 500 (before tax) at the same store on the same day
  • No maximum limit on spending
  • Goods must be taken out of China within 90 days from the purchase date

2. Consumable Goods

Some consumable items like packaged food, cosmetics, supplements, and personal care products may also be eligible under the same store policy, depending on the shop.

Conditions:

  • Must be unused and taken out of China in your personal luggage
  • Products must remain sealed and in original condition
  • Refund eligibility may vary between stores

⚠️ Not all stores process both categories the same way. Some treat general and consumable goods separately. Always ask the staff about the tax refund policy before purchasing.

✅ Tax Refund Conditions – Are You Eligible in China?

Here’s what you need to qualify for a tax refund in China:

✅ You must be:

  • A non-resident of China (foreign passport holder)
  • Staying in China for no more than 183 days

✅ You must:

  • Present your original passport when making purchases (photocopies are not accepted)
  • Spend at least CNY 500 in a single day at the same designated tax-free store
  • Purchase items for personal use only – not for resale or commercial purposes
  • Leave China within 90 days from the date of purchase
  • Take the goods out of China in your luggage, unused and in original packaging

✈️ Customs may inspect your tax refund items at the airport before departure, so keep your goods, receipts, and passport easily accessible in your carry-on luggage.

My friend was visiting China and I booked this hotel for them in Beijing. The location is excellent, very convenient for transport, and the service was attentive. Wangfujing Pedestrian Street is just a few steps away, and it's also very close to attractions like Tiananmen Square and the Forbidden City. There are all sorts of restaurants in the area. Overall, it was a fantastic experience.

The overall environment is excellent. Manager Ella helped me choose a room with a great view when I checked in. The view of the Second Ring Road is quite good; at night, it's just a sea of red taillights, which really shows how much traffic there is. The room was a bit dry, but that's generally how the weather is in Beijing. Inside the room, everything was great – very clean, and the attention to detail was impressive. The hotel breakfast was also fantastic, with lots of variety and delicious options.

I came to Beijing for a visa application, and the front desk staff provided a super 5-star service level. They arranged a quiet room for my check-in and helped me store my luggage after check-out. Printing documents was also no problem. The warm service from Zhang Heyao at the front desk left a deep impression on me, both for Beijing as a city and for this hotel. Additionally, the gym and swimming pool were open during my stay, and the water temperature was good. I'd also like to thank Manager Zhao from the front desk staff. Next time I'm in Beijing, I'll definitely stay here again! They even gave me a book when I checked out, which was an added bonus!

I stayed at the Grand Millennium Beijing for two weeks, and overall, it was decent. The only standout positive was the two housekeeping ladies; they were absolutely amazing. For the last eleven days of my stay, 'Zhao Juanjuan' was my attendant, and she was incredibly thorough and attentive. She folded my clothes neatly every time. She remembered all my habits and room preferences, diligently helping me each day with my requests. She even helped air out cigarette smells, opened and closed windows according to my schedule, dealt with strange odors from the bathroom drain, and scrubbed the bathtub daily. Basically, she was always responsive to my needs, incredibly kind, and always enthusiastic to help. If I ever return to the Grand Millennium Beijing, I'd specifically want to stay on the floor she services. However, the hotel's policy on food delivery was frustrating. They wouldn't allow any deliveries to be left at the concierge, not even non-food items. It was really annoying. They only permit deliveries to be left in outdoor lockers, which means in winter, all your food gets cold. What's more, they have staff dedicated solely to pressing elevator buttons, so why can't they assign someone to bring deliveries up? There are no robots either, which was a real pain. I put up with it because I could see the 'Big Trousers' (CCTV Headquarters) from the lobby downstairs. Also, there was a persistent cigarette smell throughout the room, even in the bathroom. Another issue is that the hotel's decor is quite dated. There was a sewage-like smell from the sink, which made me want to gag while brushing my teeth in the morning. Everything else was fine. If you're looking for a newer hotel at a similar price, you could try the NUO Hotel Beijing or the Jing Guang Centre Hotel. But if you want to stay near the 'Big Trousers,' then the Millennium or Rosewood are your best bets.

## Location: Situated on Jianguomenwai Avenue within the Second Ring Road, this hotel offers a quiet retreat amidst a bustling area. Exploring the surroundings during my stay, I noticed its proximity to diplomatic apartments, indicating a generally pleasant neighborhood. Jianguomen subway station is just across the street, making it incredibly convenient to reach key attractions like Tiananmen Square and Qianmen Street. There's also Zigongyuan, a well-regarded Beijing restaurant chain, on a nearby street, and a commercial complex with numerous dining options about 500 meters away. ## Facilities: The hotel occupies an independent building with its own courtyard. While the lobby might not possess the grand opulence of a newly built five-star hotel, it's certainly refined and comfortable. I booked an 'Yue' floor room, which is higher than standard rooms, offering more expansive views. I could see the constant flow of traffic on Jianguomenwai Avenue and the cluster of high-rise buildings in the distance – truly a beautiful blue sky over Beijing that day! The room itself isn't huge but is perfectly adequate and well-equipped. Despite the hotel being established some time ago, the facilities are impeccably maintained and don't feel dated. The bedding, bathroom, air conditioning, and lighting were all excellent. The toilet even featured a bidet, and the toiletries were L'Occitane – a pleasant surprise! I also noticed toilet seat sanitizers in the public restrooms on the first floor, a thoughtful detail. The only minor drawback is likely due to the original design; there's no dedicated shower space, only a bathtub, so showering means standing in the tub. However, this wasn't a significant issue. ## Hygiene: Everything I could see, including some nooks and crannies I specifically checked, was spotlessly clean, as were the public restrooms. ## Service: The hotel staff were all proactive and friendly. The doorman would come out to assist with luggage and open car doors, and check-in was quite efficient. ## Food: I must commend the breakfast! It offered a wide variety of dishes, diverse flavors, and delicious tastes. Besides the usual live stations for noodles (soup noodles, 'dalu' noodles) and steamed buns, there were unique offerings like salt-grilled mackerel, salmon, sushi, and customizable miso soup, adding a Japanese touch. The fried eggs were even separated into two plates: one for over-easy and one for sunny-side up, a level of detail I've never seen at a hotel breakfast before. ## Overall Impression: I saw a review of this hotel online that I feel is particularly apt: 'Once a top luxury, now an excellent value-for-money choice.' Indeed, my two-night stay was completely hassle-free, and everything was impeccable (aside from some recent political remarks from a Japanese official that made me feel a little uneasy about the hotel's 'Japanese' elements). A price of around 1,000 yuan during the Spring Festival, including two generous breakfasts, a comfortable environment, and convenient transportation – it was a world apart from a mid-range chain hotel I stayed at in Wangfujing afterwards. Highly recommended!

The room was fantastic, with a superb view and an incredibly comfortable bed. There were no cleanliness issues whatsoever, and the service was beyond amazing. We booked complimentary bath liners daily just to enjoy the tub, and we could easily borrow humidifiers and other amenities whenever needed. From the warm smiles at check-in and the helpful travel advice to the late check-out, I felt completely at home and welcomed throughout my stay.

The room was great, with beautiful views, and room service was also good. However, when I asked the front desk about the children's activities during Chinese New Year, they told me to ask the restaurant. The restaurant said they weren't sure either. For the sushi-making activity for kids, we were told during the sachet-making activity in the afternoon that we could join in the evening. But when we went to join later, they said we had to dine at the restaurant to participate. In the end, after staff went back and forth, we were finally allowed to join – it was quite chaotic. Neither the restaurant nor the room was warm; the air conditioning didn't help. Only after staff brought a space heater did the room warm up a bit. Overall, the service feels incomplete and needs improvement.

Hotel Jen Beijing has been my top choice since 2019; whenever I visit Beijing, I only stay here. The rooms are clean and bright, and the floor-to-ceiling windows offer fantastic views—one side showcasing the dazzling lights of Jianguo Road Bridge, and the other, the CCTV Tower, creating an amazing ambiance at night. The sofa bed is perfect for guests with children, and the staff are warm, energetic, and provide thoughtful, attentive service. The location is superb, with direct access to China World Mall, making dining, shopping, and entertainment incredibly convenient. It's also super easy to get to the China World Summit Wing Observation Deck for night views. I always feel safe and comfortable here, and I'll continue choosing this hotel in the future.

The location is excellent, very close to the subway station. The service was attentive, and the hygiene was good – everything was clean and tidy, even if the facilities weren't brand new. However, for a hotel costing 900 yuan a night, the breakfast was incredibly cheap. Out of four hot dishes, three were instant sausages, and there was even spoiled cold mixed tofu skin (fuzhu) – the top layer was dried out and discolored, looking like it had been sitting there for days. Because of the great location, I stayed for six days, but from the second day onwards, I ordered breakfast delivery. I'd bring my takeout to the restaurant just to have some of their plain congee, which unfortunately lacked century egg and lean pork, despite being labeled as 'century egg and lean pork congee.' The buns in the picture are from my delivery.

This hotel's location is absolutely fantastic! You can walk to Tiananmen Square and the Forbidden City, and Wangfujing shopping area is right outside the door, making it incredibly convenient for getting around, shopping, and sightseeing. The room's cleanliness was exceptional; it was spotless, pristine, and the bedding was soft and comfortable. The breakfast selection was rich and varied, offering a full range of Chinese and Western hot dishes, pastries, fruits, and drinks. The ingredients were fresh, and the flavors were delicious, ensuring a satisfying start to each day. The front desk staff were warm and attentive, making check-in and check-out efficient and quick. The hotel environment is quiet with excellent soundproofing, providing a peaceful retreat amidst the bustling city. The overall living experience was superb. Upon check-out, they even thoughtfully prepared a souvenir, adding a nice touch and showing genuine hospitality. The value for money is outstanding. I stumbled upon this hotel and ended up staying for eight nights. The longer I stayed, the more I felt like I'd discovered a hidden gem. The rooms are spacious with floor-to-ceiling windows offering great views. But the absolute best part is the hotel's fantastic location! It's only about 100 meters from both Line 2 and Line 5 subway stations, and within 100 meters, there are three shopping malls. This makes it incredibly convenient for dining, buying fruit, shopping, and even enjoying Peking duck. The hotel service is also excellent. They have a dedicated delivery table in the lobby with staff specifically assigned to watch over food deliveries to prevent loss or mix-ups. On my last day, even after checking out, I was resting in the lobby, and a staff member brought me hot water – I was truly touched.

I booked this as a Novotel, but before check-in, I was told it had changed names. This might indicate some issues – perhaps the hotel didn't meet Novotel's standards. The hotel is quite old but well-maintained, with no obvious problems. The outdated design itself isn't a huge deal, but I genuinely can't understand the bathroom door's design – the handle pinches your hand, and the door doesn't close securely. For the price, the location is quite good. Within a few hundred meters' walk, you'll find Dengshikou Subway Station (Line 5) and Jinyukou Station (Line 8). Wangfujing Pedestrian Street is about a 15-minute walk away. I didn't use the hotel's breakfast. There are plenty of breakfast options on the way to Dengshikou Subway Station.

Great location, very close to the subway station, and within walking distance to Tiananmen Square and the Forbidden City. The front desk staff helped us get a queue number for Siji Minfu Roast Duck, which is right outside the hotel. When we woke up early for the flag-raising ceremony, the front desk also thoughtfully prepared breakfast for us. Our room was cleaned daily. The staff were okay, a bit cool but still helpful. The hotel is a bit old, and the facilities show their age. However, the room was clean and comfortable, and the bedding was just right—not too soft, not too firm. The breakfast was delicious with a wide variety of options, though mostly Western. I chose the Beijing Fortune Hotel for my trip. It's on Yabao Road, only a 5-minute walk from Ritan Park, and just across the street from the Ministry of Foreign Affairs. It's conveniently located between Jianguomen and Chaoyangmen subway stations, making it super easy to get around. The hotel itself is beautifully decorated with a very grand and artistic vibe. From my city-view room, I could overlook the Guomao business district, and the views were fantastic. Breakfast was amazing – I just couldn't stop eating! The only slight downside was the soundproofing, which wasn't great, but it quieted down a lot after 11 PM, so I'd still say it was a perfect stay overall.

I originally booked an executive room, but its size was the same as a standard king room, just over 40 square meters. I was told that upgrading to a 60-square-meter room with executive lounge privileges would cost an additional 300+ per night. What's worse, the executive lounge was closed during Chinese New Year, and I was only informed of this after checking in. All executive benefits (afternoon tea, evening happy hour) were moved to the lobby bar on the first floor. This completely compromised the privacy that executive privileges are supposed to offer, yet I was still charged the full price. Everything else was fine. I hope the hotel takes note of this, as it significantly impacts the guest experience.

For this friends' gathering, we wanted to experience a traditional courtyard hotel. We chose the Waldorf Astoria over the Aman, and it was an excellent experience! The room was very new and spacious, and the courtyard was beautiful. All the staff were incredibly thoughtful. Before check-in, our dedicated butler, Amber, contacted us to ask if we needed any anniversary decorations and about our bedding preferences. We arrived quite early, and our room wasn't ready yet, so they kindly prepared a room for us in the main building to rest. They guided us through the entire process, and the service was incredibly detailed and attentive, giving us a fantastic first impression right from check-in. For breakfast, we opted for room service. The variety was extensive, with American, Continental, Chinese, and even low-fat options. Staff member Will also provided very attentive service. The hotel even offered a complimentary travel photography service. Although it was raining, the photographer (a young man named Yueqian) found great spots, and the photos turned out natural and beautiful. While taking photos in the courtyard, we met another staff member, Judy, who was very enthusiastic. She gave us many tips on photo locations and also told us about fun places to visit in Beijing. If we weren't heading to Universal Studios, we would have loved to stay a few more days. The overall experience was excellent, and I'd love to bring my parents here next time.

Relatively clean place. The room is spacious although the entire block is only 2 storeys. There is no lift , so need to hand carry luggage to the 2nd floor. Very close to 故宫 forbidden city. Exit hotel turn left, reach junction turn left again. Within 5-7 mins of walking you will reach 东华门 Dong Hua Men (Exit only). Follow the crowd to skirt around the canal and another 5-7mins you will reach the entrance of the city. This will save you a lot of time compared to entering from天安门 Tian an men. Also, the front door of the hotel is it's entrance by the road. No stopping of cars as it sthe road side, you need to quickly hop on your cars as it's only pickup/drop off only. If you arranged transport, chances are you need to standby by the road to wait for the driver there as they cannot park there Lots of food and restaurants nearby (exit door turn left). 🔁 Tax Refund Procedures – How to Claim It in China

Source: Kazim Abbasi & Co.

Here’s a simple breakdown of how to claim your tax refund in China:

🛍️ At the Store:

  • Shop as usual at a designated tax-free store (look for the “Tax Free Shopping” sign).
  • Inform the cashier that you would like to apply for a tax refund.
  • Present your original passport during checkout. The store will issue a Tax Refund Application Form along with your official receipt.
  • Keep the purchased goods unused and in original packaging – this is important for customs inspection later.
  • Stay organised by keeping all your forms, receipts, and purchases in a separate pouch or folder.

🛫 At the Airport:

  • Arrive at the airport at least 3 hours before your flight.
  • Before checking in, go to the Customs Verification Counter in the departure hall.
  • Present your passport, receipts, tax refund forms, and purchased goods for inspection.
  • After customs approval, head to the Tax Refund Counter to receive your refund. Refunds may be given in cash (CNY) or refunded to your credit card, depending on the airport.

🧠 Tip: Not all airports offer the same refund process. It’s a good idea to check the airport’s procedures in advance and keep your goods easily accessible for inspection.

🏪 Duty-Free Shops in China – Where to Shop Tax-Free?

Here are some popular spots for tax-free shopping in China that tourists love:

👜 DFS Duty Free (Hainan / Beijing / Shanghai) – Offers a wide range of international luxury brands, beauty products, and designer goods
📱 Suning / GOME – Great for electronics, home appliances, and gadgets
💄 Watsons / Mannings – Pharmacy chains with skincare, cosmetics, and health supplements
👗 ZARA / H&M / local fashion boutiques – Affordable fashion and seasonal collections
🎁 Silk Market (Beijing) / Yuyuan Bazaar (Shanghai) – Ideal for souvenirs, tea sets, traditional crafts, and local specialties

🧠 Tip: Always ask, “Is tax refund available?” or look for signs like “退税” (tax refund) at the entrance or payment counter. Not all stores are part of the tax refund program, so it’s best to confirm before shopping.

🔥 China Tax Refund Tips

Source: Kanakkupillai

Here are some helpful tips I wish I knew before my trip – learn from my experience! 👇

🔖 Keep Your Passport Handy

You’ll need to show your original passport every time you make a tax-free purchase, so don’t store it too deep in your bag.

🗃️ Stay Organised

Keep your receipts, tax refund forms, and any product packaging together. A simple folder or pouch can help keep things neat for airport inspection.

🛍️ Plan Your Purchases

Try to make larger purchases at the same store on the same day to meet the CNY 500 minimum spending requirement.

Don’t Open Your Purchases

For tax refund eligibility, goods must remain unused and in their original packaging until you leave China.

📍 Airport Refund Counters Are Your Last Chance

If you miss out in town, most international airports in China have tax refund counters—just be sure to arrive early and complete the process before check-in.

📱 Use Translation Apps

Some staff may have limited English, so using apps like Google Translate can help avoid confusion during shopping or at refund counters.

💳 Use a Credit Card With No Foreign Transaction Fees

Using a card with zero FX fees helps you get better exchange rates and makes tracking your spending easier than using cash.
