#JapanTravel Otaru City built its first pier in 1872 and served as a bridge for the development of Hokkaido as a commercial port. In 1880, a railway was opened between it and Sapporo, and it rapidly developed as an outer port of Sapporo and a coal loading port for the Ishikari coalfield. Trade with Sakhalin and Primorsky Krai of the Russian Federation also flourished. It is still the largest commercial port on the west coast of Hokkaido. Since the plains are narrow, commercial areas, green areas, and residential areas are developed in steps on the coastal terrace and continue up the slope. The area near the pier and the valley of the Katsunagawa River to the west form an industrial zone with factories for canning, lumber, rubber, flour, and food. The Hakodate Main Line runs through it, and the eastern suburbs belong to the Niseko-Shakotan-Otaru Coastal National Park, and in winter, it is bustling with skiers.
